Objectives: To measure the extent to which several recent behavioral health care reforms implemented in TRICARE enhanced the health and medical readiness of warfighters and led to improvement in behavioral health care access and utilization, health system efficiency and expenditure, and health outcomes for TRICARE beneficiaries.
